Hello,
How do say "If you can ..." and "If you cannot ..." using the urrainn do plus person phrasing? Is it still done with ma tha / mur eil ?

Eli, Eli, lema sabachthani? Or, in other words, one has been extensively here before.
Urrainn - fhad 's a tha fios agam, cha chleachdar seo ach le formaichean cudthromach "a bhidh", mar "is", "bu" is air adhart. "Is urrainn dhomh" = "it's possible for me". So, definitely no "ma tha" no "mura h-eil" an sin.

I know you use "is" with urrainn, so I get this much:
" 'S urrainn dhut ..." is "You are able ..."
" Chan urrainn dhut ... " is "You are not able ..."
But how do you express "If you are able..." and "If you are not able ..." ?

You would use
ma 's urrainn do.../mur an urrainn do ...
