There was a planning process. They advised minor changes, clarifications and a reapplication. This is the normal process. He went off in a huff and the government fell on their knees.
Had he reapplied, he would in all probability have succeeded. (Because the chairman would have been ousted from the committee beforehand.)
But he's so self-important that he figured he wouldn't bother. He blackmailed us with a lot of money that might not ever materialise.
Furthermore, tourism is not an industry. Industry can adapt and retool. Whereas a DVD player factory can make flatscreen TVs with additional investment, a golf course cannot be reinvented as a ski slope or a tropical paradise. And golf is suffering a slump right now.
